I have the honour to request permission to place certain sums on the Estimates for next year for additional coolies in certain of the Police Stations in the New Territory.

I attach a table shewing the changes and additions proposed, the total cost of which will be $372 per annum.

You will observe that the first two items are for additional coolies while the last seven are for the purpose of increasing the pay of coolies already employed. In the former case, coolies have now to be engaged when necessary and paid for the day, while the increases in the other cases are rendered necessary by the impossibility of finding men who will do the work at the authorised rates.
